The Strategy Of Development: Understanding International Development Cooperation In 2022

This seminar lays the groundwork for a better understanding of a reality of contemporary world politics: development. Whether in bilateral relations, regionally or globally, development is always present and governments are constantly walking the diplomatic tightrope and weighing the resulting costs and benefits and how to factor it in their decisions.

We will approach this subject based on the idea that Governments use means in specific ways to attain a desired end and thus development can be properly understood as a strategy.

Lesson 1: the ends (or: why does it matter?)

The seminar will begin by examining the emergence of development in international relations and will explore successive prevailing paradigms of development.

Lesson 2: the means (or: where are the resources?)

In the second session of the seminar we will explore international development cooperation and the resources available. The role of the Development assistance committee of the OECD (OECD-DAC) and of its “Resolution of the common aid effort” will be introduced in order to gain a better sense of the relevance of official development aid among all resources.

Lesson 3: the ways (or: how are the means connected to the ends?)

This last session will examine how Governments use their resources to promote international development. The role of international organisations will be investigated. We will land on the meaning of membership of the OECD DAC and on the emergence of non-traditional donors.
